In 2008, a bill
pushed through congress by the Bush Administration gave power to the
National Security Agency to begin spying on American or foreign citizens
without warrant. Since the Central Intelligence Agency is an independent
agency, the administration wanted to somehow control the intelligence
gathering and utilization process. The NSA created the National
Surveillance and Tactical Reconnaissance Unit (NSTR), and opened local
field offices all over the nation.
Under the command of National Security Agency Director Lieutenant General Arthur Goodhill, former FBI Deputy Director Jack Nolan takes the helm as head of the new division, and immediately recruits Marshall Owens who goes from private for hire protection to primary operative in the new domestic 'Black Ops' program. Each action packed episode is in real time like the concept utilized by Joel Surnow and Robert Cochran, creators of the popular Fox drama, “24”. In the first season of “60”... After being away from his job for a significant amount of time, NSTR Operative Marshall Owens is thrust back into the world of espionage and finds himself in the middle of a hotbed of gang violence and domestic terrorist activity that he must put an end to, before it's too late. A domestic terrorist organization threatens to release deadly radioactive devices on the campus of a major United States University. The NSTR must now locate and eradicate the threat of terrorist attacks while dealing with its own internal conflict with violating citizens civil liberties to keep the nation secure.
